Central Passenger Information and Fleet Management System – CeSIP

CeSIP Core is a comprehensive module of the Dynamic Passenger Information and Fleet Management System, developed by us exclusively for our business partner, PIXEL sp. z o.o.

The solution is designed for the ongoing supervision of public transport operations. It brings together data from vehicles, timetables provided by various systems and in different formats, stop infrastructure, and external systems within a single environment. This enables dispatchers to monitor the fleet, respond to disruptions, and manage the information delivered to passengers.

CeSIP integrates with, among others, public transport vehicles, passenger information displays, mobile applications, web portals, traffic management systems, and traffic signal control systems. It serves as a central repository for timetable data as well as actual and predicted service operation times.

The system architecture supports integration with external solutions, including timetable data systems and duty scheduling platforms. Data exchange can be carried out using various mechanisms and interfaces, including REST API/JSON, SQL database access, and GTFS and TransXChange (TXC) files.

Transport Task Management

CeSIP supports the daily work of dispatchers by enabling the assignment of vehicles and drivers to transport tasks and the ongoing management of replacements during service operation.

When a vehicle or driver needs to be changed, the dispatcher selects the specific service, the stop from which the replacement should take effect, and the details of the new vehicle and driver. The system automatically splits the task into the section operated before the change and the section operated after it.

Real-Time Fleet Monitoring

The system displays the current location of vehicles on a map and allows them to be filtered by a range of parameters, including:

  • line number,
  • task and duty,
  • direction of travel,
  • deviation from the timetable,
  • service completion status,
  • vehicle occupancy level.

For each vehicle, the system provides information about its current position, line, duty, task, direction of travel, service completion status, and timetable deviation. It is also possible to view actual and predicted arrival and departure times at subsequent stops.

CeSIP also offers a simplified full-screen view and a navigation mode in which the map automatically rotates according to the direction of travel of the selected vehicle.

Line Diagrams (“Bead” View)

One of the tools available to dispatchers is a graphical line diagram showing vehicles operating on individual route variants together with their current deviation from the timetable.

A single diagram can display multiple route variants, including vehicles entering and leaving service. Highlighting a vehicle emphasizes the route it is currently operating, while selecting it provides access to detailed information about the service, its current timetable deviation, and the forecast for the remainder of the journey.

Virtual Stop Monitor

CeSIP allows users to check current departures from all stops within the supported public transport network.

For a selected stop, the system displays information such as:

  • upcoming departures,
  • line number,
  • vehicle and task number,
  • time remaining until departure,
  • current timetable deviation,
  • vehicle online availability status.

Vehicle History and Journey Analysis

The system stores historical vehicle location data and enables subsequent analysis. Users can select a vehicle and a time range, replay its route, and animate the historical course of the journey.

The data can also be exported to external systems, including KML files used by applications such as Google Maps and Google Earth.

Vehicle Search by Area

CeSIP allows users to select any area on the map and determine which vehicles were actually present within that area during a specified time period.

The feature works independently of scheduled services or punctuality levels and makes it possible to establish the actual presence of vehicles at a given location. It can be used for operational analysis as well as to support the needs of public safety and law enforcement services.

Rapid Detours and Incident Response

In the event of an accident, infrastructure failure, or another incident requiring a temporary change to traffic organization, a dispatcher can use CeSIP to quickly define a temporary detour.

The system allows the dispatcher to specify the start and end points of the detour, identify active timetables using the affected section, select the lines covered by the change, and define a new route.

Once approved, the change can be automatically distributed to the other components of the ecosystem, including vehicles, passenger information systems, and web services.

Driver Navigation

CeSIP includes tools for creating navigation points for drivers. For individual route variants, it is possible to define locations where the driver should receive a specific message or instruction.

The data prepared in this way can be used by the PIXEL XC-6 onboard computer.

Reporting and Transport Service Quality Analysis

The system includes an extensive reporting module covering, among other things:

  • vehicle punctuality,
  • stops and dwell times,
  • events recorded by vehicles,
  • priority requests,
  • actual travel times between stops.

Reports can be prepared for specific lines, date and time ranges, day types, and selected route sections. Results can be generated in formats including PDF and CSV.

Public Transport Priority

CeSIP supports the configuration of priority mechanisms for public transport vehicles at intersections.

The system allows users to define intersections, approaches, permitted movements, and reporting points located along the vehicle route. This data can be used for integration with traffic management and traffic signal control systems.

Use case for central priority operation:

A Single Platform for Transport Management

CeSIP brings together fleet management, timetable performance monitoring, dynamic passenger information, detour management, journey history, reporting, driver navigation, and public transport priority mechanisms within a single environment.

By integrating data from vehicles, timetables, and urban infrastructure, the system enables not only real-time monitoring of transport operations, but also rapid response to disruptions and in-depth analysis of service quality.

CeSIP integrates with, among other solutions, the OnTime mobile application and web portal, which form part of the passenger information system (link to Passenger Information System). The solution, in various configurations, is currently used in Białystok, Gdynia, Bielsko-Biała, Opole, Gorzów Wielkopolski, Piła, Konin, Ełk, Tomaszów Mazowiecki, Skarżysko-Kamienna, Oświęcim, Żywiec, Szczytno, and Płońsk, as well as in a project implemented across the Warmian-Masurian Voivodeship.

Thanks to its microservices architecture, the solution can be developed incrementally without the need to rebuild the entire environment. Additional modules and subsystems can be introduced during operation and subsequently integrated into a single central solution based on a canonical data model.

This approach makes it possible to combine data originating from different areas of the transport system, manage it consistently, and use it across a wide range of operational and analytical processes.

The system supports, among other things:

  • improving service punctuality and regularity,
  • providing dynamic passenger information at stops, online, and through mobile applications,
  • supporting public transport priority,
  • positioning stops and other points within the transport network,
  • determining actual travel times and distances,
  • supporting dispatchers and enabling information exchange between the control centre and vehicles,
  • ongoing management of delays and early running,
  • vehicle tracking on the map and real-time fleet supervision,
  • analysis of deviations from the timetable,
  • generating statistics comparing scheduled and actual times,
  • centralized passenger information management,
  • effective use of data from multiple subsystems,
  • improving passenger service quality and increasing the attractiveness of public transport.
